Tough choices: Shaping Florida's Future

In recent years, numerous reports have analyzed Florida’s tax system and argued for change. Although these reports are useful in documenting the current situation, they tend to be one-dimensional—focusing only on the revenue side. In fact, state budgets reflect both revenues and services those revenues support, and thus analysis should take into account both elements—and the tradeoff between them. This analysis does just that, taking into account both taxes and the level of services they support.

Florida County Retail Price and Wage Indices 2006

This report presents and discusses the 2006 editions of the Florida County Retail Price Index (FCRPI) and the Florida County Wage Index (FCWI), produced by the Bureau of Economic and Business Research (BEBR) at the University of Florida. In the narrowest sense, the FCRPI measures the relative expenditure required to purchase the same basket of goods and services purchased by the average Floridian in each of Florida’s counties at a particular point in time, in this case August 2006.

Florida Price Level Index 2005

The Florida Price Level Index (FPLI) was established by the Legislature as the basis for the District Cost Differential (DCD) in the Florida Education Finance Program. In this role, the FPLI is used to represent the costs of hiring equally qualified personnel across school districts. Since 1995, and at the request of the Legislature, the Bureau of Economic and Business Research (BEBR) at the University of Florida has performed an ongoing review of the methodology of the FPLI and has made appropriate recommendations to improve it.

Unaffordable: Economy shatters private-school dreams

An unstable economy is forcing thousands of children to leave Florida's private schools for a public education or lessons taught by Mom and Dad at home.

About 14,000 students were taken out of private schools last school year -- part of an exodus of more than 46,000 kids since 2004, according to numbers released this week by the Florida Department of Education.

And officials expect the number to keep climbing.

UF will cut jobs, slash enrollment

Gaining admission to the University of Florida will become even harder as it slashes undergraduate enrollment by 4,000 students, lays off 138 faculty and staff members, and eliminates some courses and degree programs to make up for the loss of $47 million in state money.

The sweeping cuts announced Monday by UF President Bernie Machen reflect the pressure all 11 of Florida's public universities are under to trim ongoing costs because of declining state revenues.

Lawmakers: Crist's numbers might not add up

TALLAHASSEE -- On Tuesday, Florida voters passed a property-tax cut with Gov. Charlie Crist as chief cheerleader. On Thursday, the governor proposed a $70 billion budget that calls for additional property-tax money for schools.

Is the governor talking out of both sides of his mouth?

Yes and no.

Economic Analysis

The Economic Analysis Program was formed in 2002 through the merger of two longstanding Bureau of Economic and Business Research (BEBR) programs: Forecasting and Policy Studies. Staff members conduct research on a variety of economic issues that have policy implications for the state of Florida. Recent topics have included economic conditions that affect the demand for transportation infrastructure; the relationship between income growth, population growth and regional physical characteristics; regional differences in price level indexes; alternative methods for certifying special educators; and the impact of smoking bans on restaurant sales.

The BEBR Economic Analysis Program receives research contracts from a variety of state and federal agencies and often collaborates with research centers at other universities in Florida. Its research is published regularly in scholarly journals and as technical reports for government agencies. Staff members make presentations on Florida's economy to business, civic and government groups throughout the state and often provide analytical insights to members of the media.
