Dr. Lynne Holt

Dr. Lynne Holt is a research analyst for the Bureau of Economic and Business Research and a policy analyst with the Public Utility Research Center (PURC) at the University of Florida, where she researches and writes papers and reports on a variety of regulatory policy issues. For the Bureau of Business and Economic Research, she researches and writes on a wide range of Florida-specific policy issues. At PURC, Dr. Holt has collaborated on numerous projects related to water, telecommunications, and energy. She also assists in planning meetings and writing meeting reports and has more than 27 year of experience in public policy formulation and research. Dr. Holt received a doctorate degree in German from Howard University in 1978 and a master's in public administration from the University of Kansas in 1985.

Dr. Holt is also affiliated with the UF Reubin O’D. Askew Institute as the center's assistant director. As assistant director for the Askew Institute, she helps organize meetings and collaborates on related reports and essays.

Before coming to the University of Florida, Dr. Holt worked for almost 18 years in the Kansas Legislative Research Department as a principal analyst, research analyst, and fiscal analyst. She prepared a wide variety of utility-related and economic development reports for the state House of Representatives, Senate, and special legislative task forces. Prior to this position, she served as an energy research analyst at the Kansas Corporation Commission, where she completed written and oral presentations on energy conservation and utility regulation.
